Jacques is a qualified attorney-at-law with a 10-year experience at FIFA, where he served as Head of FIFA TMS and of the FIFA Regulatory Enforcement Department. He has extensive knowledge of laws and regulations, allowing him to provide thorough legal services to sports federations, clubs, athletes, coaches, sports executives, leagues and agents. He advises and represents them in contract drafting and negotiations, transfer-related matters and litigations before decision-making bodies of international and national sports federations as well as in front of the Court of Arbitration for Sport. He has vast experience in disciplinary, compliance, integrity, governance and ethics matters. Additionally, he has an incomparable understanding of the different regulatory tools governing international transfers of football players (FIFA TMS, DTMS and FIFA Clearing House).
Jacques also advises companies and investors in regulatory, compliance and commercial aspects of a variety of football-related activities, including alternative investments in football, new technologies and fans’ engagement initiatives.

During his time at FIFA, he supervised the correct implementation of the FIFA rules on international transfers of players and advised different stakeholders on their correct interpretation. He also worked for several years for the FIFA Disciplinary Committee, where he dealt with all types of disciplinary matters – including match fixing and anti-doping cases – and represented FIFA before the Court of Arbitration for Sport.

Prior to his experience at FIFA, Jacques worked for different law firms, focusing his practice on sports law, civil law and commercial law. In particular, he worked for a renowned, Madrid-based law firm fully dedicated to sports and entertainment.
He holds a Degree in law from the University of Turin, and a Master’s in sports law from the Real Madrid Graduate School (Escuela Universitaria Real Madrid). He also earned a Blockchain in Business certificate at the Columbia Business School, where he studied potential applications of blockchain-based solutions in sports.

Jacques has lectured in various post-graduate programmes related to sports. Moreover, he regularly publishes articles in different sports law journals, and is a member of multiple sports federations’ judicial bodies.
